PT SMOE Indonesia serve worldwide oil and gas clients by providing services in engineering, procurement, construction, transportation, installation and commissioning. At SMOE Indonesia, offshore platforms, modules, jackets and FPSOs are our business. We are seeking qualified, high integrity and energetic person to fulfill the following positions:
1. ITP Turnover Engineer (Walks Down)
Summary :
The ITP Turnover Engineer of Walk Downs of multi discipline systems/modules of the APLNG Module Yard construction must be knowledgeable in construction engineering practices. He/she must exercise professional judgment within the framework of broad guidelines provided by the Site Management Team. Will be responsible for coordinating walk downs, preparing documentation of walk downs (scope include P&IDs, work list, FCDs, test documents etc), chair pre/post walk down meetings, document punch items, build construction turnover books and assist in the closing/monitoring status of punch items. Ensure project turnover specifications are followed and that all inspection/completion documentation is in order to facilitate turnover.
Responsibilities:
- Interprets design engineering drawings and prepares walk down documentation
- Monitors system status to facilitate timely walk downs of completed systems/modules
- Coordinate multi discipline walk downs
- Chairs pre/post walk down coordination meetings
- Document punch items
- Construction of system/module turnover books
- Assists in the closing/monitoring status of punch items
- Collect inspection/completion documentation
- Assist in the overall turnover effort as needed
- Participate in the preparation and review of overall construction plans, organization and contract strategy
- Interface with other field engineers and other construction teams to develop the most economical construction methods and techniques
- Perform inspection of all work in progress on a continuing basis, witness inspections to ensure compliance with the site specifications, procedures and drawings
- Completes final checks prior to turnover
- Develop punch lists and monitor completion of punch items
- Assist in securing the necessary client acceptance documentation for record
- Coordinate and document client and vendor required verifications of inspections and tests
- Design development and where possible, suggest economical and safety enhancing construction details to be incorporated into design drawings, specifications for both construction facilities and permanent plant
- Review design drawings, related vendor drawings and installation instructions and studies interference problems
- Review Request for Information documents and other reports for trends and common problems
- Must be able to red-line drawings and initiate engineering supporting documents such as Non-Conformance Reports, Field Change Documents as required to document changes
- Responsible for As-Built drawings
- Monitor installation of materials and equipment to ensure conformance with drawings, specifications and quality standards
- Actively participate in the People Based Quality (PBQ) and the built it clean program
Requirements:
- Degree or diploma in engineering
- At least 5 years relevant experience
- Excellent oral and written communication skills with the ability to analyze situations that are critical to the job
- Task-orientated and able to work under pressure, especially in emergency situations
- Able to resolve problems quickly and effectively by determining the appropriate course of action
- Must be organized and systematic in order to successfully manage and control the project
2. Testing Supervisor
Summary:
Assigned to a field construction organization in a supervisory capacity. Responsible for supervising and directing operations within assigned discipline or area. Supervises and directs craft activities, subordinate and others, as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general functions inherent in all supervisory field positions.
Responsibilities:-
- Responsible for jobsite operations as may be assigned with area of responsibility.
- Determines workforce requirements. Coordinates established area operational plans. Schedules work to be performed and reviews work accomplished by each craft. Monitors work activities and ensures the quality of work performed.
- Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
- Approves time records using established automated tools.
- Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts.
- Monitors tool usage on the site. Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
- Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
- Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operations.
- Coordinates activities with other disciplines or areas and clients resident representatives, as instructed by construction management.
- Performs employee reviews and identifies training and development opportunities for subordinate personnel.
- Ensures local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operations. Actively participates in scheduled safety meetings.
Requirements:
- Strong technical knowledge in pipe hyrdo testing and pneumatic pipe testing and on an LNG facility, including disassembly and resinstatement of pipe systems.
- Experience with Torsque and tensioning methods of flanged connections.
- Experienced at managing site safety and quality control.
- Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
3. Punch List Coordinator
Summary:
The Punch List Coordinators roles and responsibilities will consist for inputting, status updating, reporting by system and module of all punch items in the APLNG database. Will be required to exercise professional judgement within the framework of broad guidelines provided by the Site Management Team. Receives technical and operational direction from the Lead Turnover Engineer or the Project Field Engineer. Attend punch list status meetings with construction/engineering in effort to facilitate timely completion of punch items. Will assist in the overall turnover effort as required.
Responsibilities:-
- 1. Must be dedicated to the Zero Accident Philosophy and to the concept that all accidents are preventable through continuous improvement practices.
- Entry of turnover punches into database
- Status updating of punch items.
- Reporting of punch item completion by system and module.
- Attend punch list meetings.
- Assist in building turnover books.
- Assist in preparing pre walkdown work list.
- Assist in defining turnover boundaries and forecast completion dates.
- Assist to track systems completion progress and provide status updates.
- Assist in plan, schedule and coordinate detailed phases of construction and turnover to support module completion.
- Assist in coordinate completion, turnover and pre-startup between project engineering, construction, specialty staff groups, clients and subcontractors.
- Technical responsibility for interpreting, organising, executing and coordinating the construction completion and turnover activities.
- Validation of punch items prior to loading into database.
- Knowledge of subcontractors responsibilities contained in subcontract documents.
- Assist in reviewing subcontractor turnover procedures.
- Perform turnover dossier compilation and review.
- Maintain wet signature log of punch items by system and module.
- Assist in overall turnover effort as required.
- Performs duties with considerable latitude, exercising independent judgement and utilizing construction knowledge and experience in resolution of questions and problems which may arise.
- Actively participates in the "People Based Quality" and "Build it Clean" programs.
- Maintain compliance with the standard work process Procedures (SWPPs). IFC drawings, project specifications, inspection and test plans and applicable codes.
- Completes assigned training pertaining to the standard work process procedures, project specifications, inspection and test plans, site specific instructions and BSAP programs.
Requirements:-
- Knowledge of databases, work process, industrial testing process and MS Office.
- Minimum 5 years data experience in construction turnover.
- Advanced communication skills.
- Must be able to access (scaffold, ladders and stairs) elevated work platforms.
- Must adhere to the Project Zero Accident policy and Projects ethics policies.
4. Turn Over Clerk
Summary:
Performs routine and repetitive clerical work. Adjusts priorities according to direction. Resposibilities fall within a well-defined scope. Typically has minimal access to confidential data. Reports to the Lead Turnover Coordinator.
Responsibilities:
- Copies and/or delivers messages documents, packages, and other items to offices or departments within the organisation as directed by the Lead.
- Logs work packages in and reports this to the Lead.
- Gathers data and prepares routine reports.
- Must be able to work within a team environment on a construction site.
- May be required to make trips onto the construction site wearing full PPE environment.
- May performs routine calculations.
- Operates standard office equipment.
- Assembles work package turn over books and assist in verifying the documentation in the package.
- Prepares and/or updates routine forms, labels, indexs, requisitions.
- Performs/verifies data entry to maintain logs and track documentation.
- Will assist with the uploading and status updating of punch items.
- Assembles, copies, and distribute documentation packages; prepares records for microfilming and/or archiving to be given to Document Control.
- Sets up and maintains files.
- Maintains standard office supplies and standard forms.
- Performs other clerical tasks as required.
Requirements:
- Good oral and written communication skills in English
- Knowledge of basic computer applications MS Office will be required.
- Knowledge of basic filing systems.
- Knowledge of data entry into a database.
- Ability to operate standard office equipment.
- Ability to perform alphanumeric processes (eg. alphabetization)
- Ability to assemble routine data following well-defined procedures; and checks completed work for accuracy.
5. Field Welding Engineer - Nights
Summary:
The Field Welding Engineer is responsible for providing support of construction activities. He/she is also be responsible for reviewing, interpreting engineering drawings, specifications and other technical documents as required. Reporting to the Lead Field Welding Engineer, he/she must possess very good quality planning with the vision to identify quality improvement opportunities and the ability to achieve results through motivation and team working.
Responsibilities:-
- Required to perform Welding Inspections and other Welding Field Engineer duties on the Module-Yard construction site as directed by the Lead.
- Work safely and in a professional manner at all times
- Must be able to climb ladders, wear safety harness, and work in a Module Yard construction environment
- Review drawings, develop weld maps, weld data sheets and maintain the applicable documents for turnover to project document control
- Perform routine, in-process and surveillance welding inspections for welds to ensure that they meet all applicable project specification, code and the client’s welding program requirements
- Verify all welding filler material issued for use and those that are being used meet the applicable welding procedure specifications (WPS) and design requirements
- Ensure that all welding parameters performed are per the approved welding procedure specification (WPS)
- Ensure that all welding filler material is issued and/or stored pre the Project Welding Program
- Must be competent in all welding, thermal cutting and pre-heat/post weld heat treatment activities related to the project
- Assist in the preparation of field design change sketches
- Abel to obtain the project NDE Level II (VT) certification and in one or more of the following NDE methods: PT, MT & RT
- Assist the NDE or PHWT subcontractor in identifying and/or locating welds which are required to undergo NDE or PWHT.
Requirements
- Good command of oral and written communication skills in the English language
- Able to maintain accurate records and files
- Able to extract and compile data for the preparation of reports
- Demonstrated basic computer skills
- Knowledge of construction principles and familiar with jobsite practices and procedures
- Degree or diploma with at least 3 years experience in welding inspection or nondestructive examination related fields
6. Piping Field Engineer
Summary
Piping Field Engineer required for the construction of modules for an LNG facility. The module yard is located in the Batam Island. The Piping Field Engineer receives technical and opertional direction from a Lead Field Engineer or Area or Project Field Engineer. Exercises professional judgement within the framework of broad guideline provided by superiors. May have responsibility to provide direction to less experienced construction engineers, or construction office technical or clerical personnel.
Responsibilities:-
- Assists construction superintendents in planning and assembling of work packages using the proper construction methods and procedures. Coordinates and resolves engineering or construction problems with superintendents as required ensuring the work packages are clearly understandable.
- Interprets design engineering drawings and prepares construction work packages for the use of superintendents as required including: but not limited to: Temporary construction facilities , Field sketches of revisions and additions and preparing "as built" drawings , Permanent plant materials and equipment
- Reviews design drawings, related vendor drawings and installation instructions and studies interference problems.
- Prepares or directs preparation of field material purchase requisitions including estimating the quantities and material takeoffs of the field purchases of materials. Tracks commodities on quantity tracking systems or other computer database programs as required.
- Prepares work orders and back charge notices.
- Reviews the construction progress of project controls documents.
- Prepares cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
- Maintains records of costs and quantity information, evaluates data and prepares applicable reports as requested by project management utilizing established, standardized automation tools.
- Administers change notices and amendments.
- Monitors installation of materials and equipment to assure conformance with drawings, specifications and quality standards.
- Provides input to construct-ability and lessons learned.
- May be required to provide input on employee reviews of assigned subordinate personnel.
- Establishes procedures on testing of piping systems. Responsible for the development of pneumatic and hydro-test packages and responsible for verifying and witnessing acceptance of tests.
- Provides technical assistance to the Piping Superintendents and Supervisors. Must be familar with international piping codes and standards (eg. Australian Codes and Standards, ASME B31.3 and applicable ASME and ASTM standards).
- Provides liaison with the design engineering group. This includes preparing and dispositioning Requests for Information (RFI) and Field Change Documents (FCD).
- Executes field take offs from IFC drawings and provides input for quantity tracking. Verifies installed quantities and reports weekly installed quantities to Project Controls.
- Coordinates with the design office to establish permanent materials to be ordered by the field, establishes cut-off dates for Jobsite material requisitioning and issues field piping material requisitions as required.
- Assists the Subcontract Administrator and Project Field Engineer in the quality control and final check out of Subcontractor piping related work. Assists in checking invoices of Subcontractors or vendors for piping related items or materials.
- Assists the Field Procurement Supervisor in the inspection and receipt of piping material and in the setting up of Jobsite controls for storage and protection of piping materials.
- Responsible for As-Built drawings.
- Determines the scope of any piping areas not shown on the normal piping drawings such as package unit interconnection piping and lubrication systems on equipments.
- Participate in establishment of the offsite spool fabricators fabrication sequence. Monitor offsite spool fabrication delivery schedules to coordinate the proper priority flow of spools to the site.
- Coordinates and documents client and vendor required verifications of piping and mechanical installations and tests.
- Performs inspections of all piping work in progress on a continuing basis, witnesses tests and completes final P&ID check prior to turnover. Develops punch lists and monitors completion of punch items. Assists in securing the necessary client acceptance documentation for record. Prepares and has full responsibility for managing piping QC records to ensure that fully completed and properly submitted in a timely manner to Document Control.
- Actively participates in the People Based Quality (PBQ) and the Build it clean program.
- Completes required training pertaining to Standard Work Process Procedures, Project Specifications and Inspection and Test Plans.
Requirements:-
- Competent in reading and writing in English.
- Experience in oil/gas/refinery/petrochemical modules.
- Knowledge of Microsoft suite of software.
- Advanced computer skills to utilize the computer driven work tools and processes.
- Minimum 7 years experience in the engineering field.
- Degree in contruction/Engineering related field.
- Familarity with Australian codes (AZ/NZS), IEC, Mod Yard experience, Australian Load Out Quarantine procedures is an advantage.
- Must be able to perform field inspections, climb ladders and scaffolding, work on elevated platforms, on uneven surfaces and in confined spaces.
7. Structural Superintendent - Cryo
Summary:
Assigned to a field construction organisation in a supervisory capacity. Responsible for supervising and directing operations within assigned discipline or area. Supervises and directs craft activities, subordinate and others as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budgets. Performs general function inherent in all supervisory field positions.
Responsibilities:-
- Erection, alignment, fit up of structural steel and ensuring schedule progress is met.
- Interfacing with all disciplines to ensure planning of structural steel and installation meet construction requirements.
- Supervise and oversee dedicated direct hire support services, cranes, scaffolding, insulation and painting.
- Provide expertise and advice to other disciplines on matters relating to structural steel installations,
- Inspection of all materials to ensure compliance to specification requirements.
- Foster a culture amongst the workforce to ensure that safety and environmental considerations are rigorously and consistently applied during all delivery tasks.
- Preparing reports and forecasts, including summary of construction progress and craft personnel forecasts.
- Monitoring the activities of subcontractors to ensure compliance with specifications and schedules.
- Implementation of corporate/project policies, procedures and instructions within assigned operations.
- Coordinating activities with other disciplines or areas and clients resident representatives as instructed by construction management.
Requirements:-
- Strong supervision experience including the ability to lead and manage change is desirable.
- Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner.
- Strong experience of liaising with and coordinating poly pipe welding contractors and vendors.
- Excellent problem solving ability.
- Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience.
8. Safety Supervisor - Cyro
Summary:
Shall supervise site-based safety teams.
Responsibilities:-
- Implementing the project Health, Safety & Environmental Management Plan (HSEMP).
- Supporting and reinforcing the HSE requirements of the project.
- Act as the emergency response coordinator during emergencies and coordinate activities with emergency response team, EIC, EOO and security manager.
- Coach/audit the medical team in terms of traumatic care, stabilization, emergence medical exercises, test the response.
- Participating in site walks and inspections to assess compliance with HSEMP and subcontractor HSE plans
- Supervising HSE Advisors assigned within a work area.
- Supporting the Project team by providing guidance relating to HSE issues.
- Coordinating the resolution of concerns and reporting to project management.
- Reviewing subcontractor HSE plans and confirming implementation in compliance with the requirements of the Project and this Plan.
- Interfacing with client site personnel, site management and subcontractor personnel as necessary to facilitate HSE programs and execution in accordance with project, plans, procedures and permits conditions.
- Provides assistance to project and construction management in implementing and complying with project safety requirements and in addressing HSE issues as they arise during project execution.
- Coordinates with and provides technical assistance to other project-assigned functional leads (ego engineering, subcontracts, procurement, project controls) with regards to compliance with project-specific safety/health requirements.
- Participates in meetings with customers, project team members and contractors/subcontractors to advise them of HSE requirements that may affect project design, schedule and cost.
- Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project safety requirements.
- Conducts HSE assessments/inspections of project construction activities to monitor compliance with safety/health requirements including contractual commitments, laws and regulations and the projects HSEMP.
Requirements:-
- Degree or Graduate Diploma in Safety and Health or Hazard Management from an accredited University.
- Ideally, the candidate should have certificates in the following areas: 1) Work at Height, 2) Confined Space Entry, 3) Hazardous Goods Management, 4) First Aid
- Preferably the candidate has extensive knowledge in the application of principles and treatment of emergency response and occupational health techniques, applicable government regulations and ES&H programs.
- The candidate should have extensive experience to coach/coordinate the site medical team/emergency team when the team was handling routine and emergency medical cases.
9. Material Coordinator
Summary:
Serves as liaison at the module yard between construction and Field Procurememt personnel for reporting of undelivered materials and for statusing materials required for work package installation. Coordinates with responsible groups that materials are provided in a timely manner and in sufficient quantity to support the completion of construction work. Assists in early identification of surplus or unneeded materials, and coordinates material availability in support of design revisions or rework.
Responsibilities:
- Assist with material coordination activities for a material discipline area of responsibility.
- Adheres to the materials management plan with respect to applicable commodity groups, within area of responsibility.
- Ensures adherence to the material Responsibility Matrix by all responsible parties.
- Utilizes the material components of the project automation plan (used by functional groups) to monitor related data transfers between the functional groups.
- Adheres to the planned construction activities and work packaging structure on the project through coordination with field engineering, construction and/or (sub) contractors and project controls.
- Monitors planned inventory control mechanism, such as min-max and bag and tag, and uses BPS tools.
- Provides early identification of unneeded surplus materials in effort to return to inventory or identify for excess or new requirements.
- Coordinates material availability in support of design revisions, reworks, contingency or work-around plans.
- Participates in construction and/or (sub) contractor planning meetings to be fully aware of changes in installation plans and priorities.
- Coordinates with warehouse personnel for materials to be issued direct to the installation area, as opposed to being controlled in storage.
- Utilize the lock ahead viewer (LAV) to generate material withdrawal requests (MWR) and field material requisition as required.
- Perform other duties as requested by the project field procurement manager.
Requirements:
- Good oral and written communication.
- Strong automation skills, ability to learn new application quickly.
- Proficient in organising tasks for completion by an agreed deadline.
- Knowledge or project procurement operations related to the acquistion of materials on projects or of the engineering discipline within the area of responsibility, the work process and the deliverables produced.
- Familar with drawings and how to do a material takeoff.
- Knowledge of work packaging, pre-buy methodology and materials status reporting.
10. Scaffold Superintendent
Requirements:-
- Relevant Trade Certificate with at least 5 years experience as Scaffold Superintendent in construction/offshore projects.
- Have experience on supervising and managing a number of craft supervisors to achieve tight construction schedule.
- Able to prepare reports and forecasts, including summary of construction progress, craft personnel forecasts and expenditures forecast.
- Strong experience of liaising with and coordinating contractors and vendors.
- Bilingual in English and Indonesian.
- Proficiency MS Office Application.
- Familiarity with Australian codes (AZ/NZS), IEC, and Mod Yard experience preferred.
- Knowledge of Australian Quarantine Inspection procedures is an advantage.
11. Rigging Superintendent
Summary:
The Rigging Superintendent will be responsible for ensuring that all Construction cranes and rigging are organised to support all craft lifting requirements, include the proper lifting plans have correct rigging along with certified operators and riggers. This superintendent will coordinate with the rigging field engineers to schedule and plan all heavy/critical lifts.
Responsibilities:-
- Review and prepare lift plans and ensure crane inspections are up to date.
- Equipment planning, erection sequencing and methodologies are reviewed accordingly.
- Development and oversight of rigging equipment registers.
- Supervision of cranes.
- Assign work tasks and supervise the work such that it is undertaken in accordance with the established plan.
- Foster a culture amongst the workforce to ensure that safety and environmental considerations are rigorously and consistently applied during all delivery tasks.
- Preparing reports and forecasts, including summary of construction progress and craft personnel forecasts.
- Monitoring the activities of subcontractors to ensure compliance with specifications and schedules.
- Implementation of corporate/project policies, procedures and instructions within assigned operations.
- Coordinating activities with other disciplines or areas and clients resident representatives as instructed by construction management.
Requirements:-
- Strong supervision experience including the ability to lead and manage change is desirable.
- Tertiary qualification in engineering, construction or project management is desirable.
- Strong teamwork and communication skills.
- Ensure the correct activities are worked to support overall scheduling objectives.
- Accurate turnover objectives to maintain a smooth flow of work activities.
- Proficiency and experience in ES&H approach.
- Knowledge with issuing work front packages.
12. Planner / Scheduler
Summary:
Performs schedule development, maintenance and monitoring activities as directed. Leads planning and scheduling activities when delegated.
Responsibilities:-
- Assists in the preparation of schedule data for module construction, progress and reporting.
- Identifies scope of schedule activities.
- Determines schedule dates for work activities within a discipline area or specialty. Determines milestones to support project schedule.
- Establishes work sequence and activity duration for a specific discipline or specialty Determines inter-discipline constrains or interfaces that define activity sequences. Works with performing organisations and units to coordinate work sequences with the total project plan. Develops and applies installation rates to quantity takeoffs and developed quantities within a discipline or other specialty.
- Develops quantity release or installation curves for a specific discipline or specialty Reviews quantity logs to ensure total quantities are represented for a particular discipline or specialty Assists in the development of the required job hour expenditure for a specific discipline or specialty Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules.
- Continuously assists discipline or specialty engineers in developing their individual work plans and knowledge of overall discipline requirements. Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.
- Assists discipline groups in determining what information is required from other disciplines to support and interface with the assigned discipline or specialty. Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others.
- Performs schedule monitoring, critical path analysis, identifying critical activities and updating functions for specific applications, disciplines, or specialties Assists in developing and implementing requirements for updating and monitoring the schedule.
- Prepares and develops study information as assigned. Evaluates quantities, job hours/staffing, and schedule logic for a specific discipline or specialty. Prepares schedule, staffing and quantity progress and performance reports for assigned disciplines or specialties.
Requirements:-
- Experience in performing quantity takeoffs, statistical analysis and computer operations. Skilled in understanding technical processes, engineering drawings, quantity determinations and reports.
- Knowledge in the use of computers for executing work processes. High skill level of excel, databases and use of scheduling software. Working knowledge in Primavera (P6) preferred.
